Departments
Ranks
Civilian personnel receives a rank according to their position and education, i.e. a highly trained scientist would receive an appropriate officer's rank while a lab technician would receive an enlisted rating.
Roster
Unlike on Voyager, vacancies on the station's duty roster are not filled according to a quota but with the person who best matches the needed profile. The assignment of department heads and station command requires a consensus of the triumvirate based on service records, letters of recommendation etc. Aside from that, anyone can apply for any position. Crewmen and NCOs can be hired by the department head who merely needs to notify station command about a new hire. Officers are also hired by the department head but require approval by XO and CO. Yes, it's about "hiring" and there is some RPed allowance included, since life on the station isn't cheap, though station personnel receive shelter and meals for free as well as, of course, uniforms and all equipment needed to do their jobs.

Uniforms
Governing Bodies
The station belongs to PanHelles but is rented to the UFP, RSE and KE with the Ferengi having major business interests in the station. The three organisations co-run the station and have agreed to a set of basic laws and regulations.
Station Command reports to a triumvirate consisting of one member each of the UFP, RSE and KE. This triumvirate operates on a basis of voting, with important decisions like major legislative changes (e.g. slave trading aboard the station), requiring a unanimous vote while smaller issues can be agreed upon with a vote of 2:1 (e.g. carrying of blades aboard).
Of course, the board has their own set of personnel, this time org-specific and not on the HP payroll. Part of deck 2 in the upper core is reserved for their quarters, offices, meeting rooms etc.
Station Regulations
Hellesport Station consists of three security zones:
- Green areas are low security zones, accessible by all visitors, civilians, and station personnel. Green zones include the station’s market area, public docking ring, general quarters, and embassies.
- Amber areas are standard security zones and comprise crew quarters, most operational and functional areas of the station to include labs and offices, and the military docking ring. Civilian personnel are restricted from entering Amber security zones without the express consent of a senior station officer.
- Red areas are high security zones, comprised of critical station assets including the command center, the engineering core, the armory, and critical systems access points. Civilian and non-essential personnel are prohibited from entering Red security zones unless granted access by a senior officer and under escort.
With the exception of station security and senior officers, weapons are not permitted in Green security zones. All personnel will be scanned for weapons upon their passage through all airlocks and during any transporter use. Exceptions to this policy may be directed during emergency situations as directed by the station’s commanding officer.
Hellesport Station is a hub of commercial activity. All business transactions that take place aboard the station or within its immediate surrounding space are subject to review by station commerce authorities. Violations of station commerce policy include, but are not limited to, the following:
- The sale of any goods prohibited by the free trade agreement between the United Federation of Planets, the Klingon Empire, the Rihannsu Star Empire, the Cardasian Union, and the Ferengi Trade Alliance.
- Class III or higher weapons
- Narcotics
- Goods from embargoed planets
- Biogenic compounds
- Cultural artifacts from extinct civilizations (to include planets decimated by OOR attacks, regardless the number of the civilization’s survivors)
- "Unethical*" business practices involving the sale of sentient beings (slavery). Note: Due to the varying cultural views of the governments represented on this station, the possession of slaves is permitted. The sale of them, however, is prohibited.
- Any economic transaction that directly undermines the sovereignty of a recognized governmental or ruling body
- Station security is responsible for the safety and well being of all personnel and equipment. As such, it is in their purview to apprehend, isolate, and neutralize any and all threats to the same. All persons apprehended by station security will be afforded judicial services commensurate with their violations.
- Station approach procedures will be strictly enforced.
- No vessel will approach within 10km of the station’s docking ring without receiving docking clearance from station operations
- No unauthorized transport of personnel or goods to or from the station
- Unless prior coordination has been made, no vessel will approach within short range sensor range with weapons or shields powered up
- During periods of increased alert (Yellow or Red alert) docking clamps will automatically be engaged on all vessels docked at the public docking ring. No docking operations will be conducted until the crisis situation has been resolved. Exceptions to this policy will be executed by station command personnel as needed.
