The Tholian Hierarch is the Tholian Assembly's deeply mysterious head of state. How his is addressed by his subordinates, how long he serves for, how he is selected, why he's even there, are all a mystery to external observers. The Hierarch is supposedly all seeing, often being an unofficial enemy of the Hegemon, who are considered rather public individuals in Tholian society. All state decisions are processed by the Hierarch before they are put into action. Occasionally, the Hierarch's decisions can lead to him being overthrown by the people and electors in the Hegemon, but he is often simply replaced by another who acts just the same. Love him or hate him, Tholians need this leadership in their society, they know nothing else. They haven't seen Federation democracy or Breen meritocracy, all they know of is themselves, which is the cause of their xenophobia, personified in a dictator.
