Starfleet is the exploratory and defense service of the United Federation of Planets. Its primary mission is the advancement of Federation knowledge about the galaxy, and defense of Federation Space from all enemies, foreign and domestic. As it is often in contact with non-Federation member races, Starfleet also has a role in diplomacy, representing Federation interests and transporting ambassadors.

History
Starfleet was formed at the founding of the Federation in 2161, out of the space-based military assets of the founding member worlds. This tradition continues with new member worlds to this day.
Organization
The headquarters of Starfleet is located in San Francisco, Earth, but it operates ships, bases, outposts and space stations throughout Federation space in the Alpha and Beta Quadrants. Its training facility is Starfleet Academy. The supreme commander of Starfleet is called Commander, Starfleet, and is a position usually held by an officer of Fleet Admiral or Admiral rank.
Divisions
Command
Starfleet Command is the management authority of Starfleet. They oversee all operations on Starfleet's bases, ships and stations. Command officer are the top link of the local chain of command. There are typically only two Command officers aboard a starship; The Commanding Officer and Executive Officer, usually of Captain and Commander rank, respectively.
Conn/Flight Operations
Conn Officers are the navigators and helmsmen of Starfleet, but also manage the operation of the auxiliary craft of a starship, station or base. They also serve as shuttle pilots when the situation calls for manual transport to and from a location. The department head is the Conn Officer/Chief of Flight Operations.
Engineering
Engineers oversee power production and maintainance of facilities on installations and ships. They also construct needed components and conduct repairs on damaged systems and structural parts. The department head is the Chief Engineer.
Intelligence
Intelligence Officers are responsible for collecting and analyzing information concerning any potential threats to Starfleet and the Federation, and advising Starfleet and the Federation Council accordingly. On Holotrek, Intelligence Officers can serve as Security officers as a secondary assignment. By policy, Intelligence officers are restricted to veteran players who can more easily adapt to operating without admin support. New cadets will usually find it unrewarding.
Medical
Medical officers are the doctors and nurses on a starship or installation,and are responsible for the health and well-being of all personnel. They also perform research on biological specimens and perform autopsies (when required to do so). Counselors also are considered Medical Officers. The department head is the Chief Medical Officer.
Operations
Operations officers monitor day-to-day operations on a Starfleet ship or installation, providing a vital interface and communication filter between the department heads and the command officers, and also manages the flow of resources and personnel within the installation or ship. On the bridge or Operations Center, Ops officers regulate the flow of information to the bridge or Operations Center, both in communications and and sensor operation, and act as a central dispatch for Engineering and Security details. The department head is the Chief of Operations, who usually serves as Second Officer, or third in command.
Research and Development
Research and Development is responsible for the advancement of Federation technology and prevention of ill-effects of any new knowledge. On Holotrek, one must be a member of Command, Ops, Medical, Security, Engineering, Science or Tactical to have a secondary posting in this division. No full-time transfers will be accepted, except under special circumstances.
Security
Security officers are the police force of a Starfleet ship or installation, providing defense from boarding parties and guarding sensitive areas. They also investigate crimes, serve as escorts for diplomats and flag officers, and provide a protective force on dangerous away missions. Security often coordinates with the Tactical Officer on the Bridge, which is a position often filled by the Chief of Security.
Sciences
Science Officers examine all data retrieved by the starship or installation, and conduct experiments on materials and objects. The department head is the Chief Science Officer.
Tactical Operations
The ship's Tactical Officer is primarily concerned with external combat, operating the starship or starbase's defensive systems, as well as providing tactical assessments to the commanding officer. The Tactical Officer also coordinates with internal security teams during defense against boarding parties. The role of Chief Tactical Officer is often (but not always) filled by the Security Chief.
