The Hegemon

The Hegemon is the legislative body of the Tholian Assembly. It operates from the Tholian capital and preaches to the people both its own decisions and the decisions it has been ordered to convey on behalf of the Hierarch. The members of the Hegemon are called 'electors'; they're just humble politicians elevated to their position by appointment or being thrust there by the Tholian people (one of the benefits of the all seeing Hierarch) who try to keep their country running. Their decisions are often a lot more popular than those of the Hierarch, which can occasionally lead to the Tholians deposing their leader, often with the support of the Hegemon.
